Provides leadership and coordinates the activities of the 40 member Orange County Child Care and Development Planning Council (the Council) to fulfill all mandates of the California Department of Education and to accomplish the local goals of the Council.
Assists the Council to achieve all legislative requirements including conducting a countywide child care needs assessment, developing countywide priorities for subsidized child care services, and preparing a countywide plan for early care and education.
Facilitates and implements activities of the Council, in coordination with the Executive Committee and Council committee/task forces to achieve the goals and objectives set forth in the "Orange County Child Care and Development Countywide Strategic Plan”.
Serves as a liaison for the Council and the California Department of Education, County Superintendent of Schools, Board of Supervisors and other community agencies.
Monitors the Council in fulfilling grant requirements including collect and compile information required for the county wide comprehensive child care plan and other reports required by the Council
Attends and reports on local, state, and/or federally sponsored meetings, workshops, and conferences relative to the ongoing activities of the Council; inform and educate the community regarding child care issues.
Roseann Andrus has experience in child care planning, facilities development, alternative payment programs, child care resource and referral, public policy, community development, non-profit organizations and business development.
She holds a Bachelor of Arts Degree in Child Development from California State University Northridge.
