Plan and coordinate the activities of the 23 member Santa Barbara County Child Care Planning Council to fulfill all mandates of the California Department of Education and to accomplish the local goals of the Council.
Oversee the execution of all legislative requirements including conducting a countywide child care needs assessment, developing countywide priorities for subsidized child care services and preparing a countywide plan for early care and education.
Coordinate the activities of the Council, its committees and work groups to achieve the goals and objectives set forth in the Strategic Plan and oversee the development and implementation of other projects.
Serve as a vital link between the Council and other local institutions to fulfill the goals of the Council.
Serve as a liaison between the Council and the California Department of Education. Prepare reports, collect data and respond to requests for documentation and information from the State Department of Education. Anticipate and respond to new initiatives and legislation from the California Department of Education for local child care planning councils.
Attend and report on local, state, and/or federally sponsored meetings, workshops, and conferences relative to the ongoing activities of the Council. Represent the Council as needed. Promote positive public awareness of child care and related issues.
In addition to the work of the Council, Joyce Stone is responsible for the administration of the AB 212 Retention Program, the CA Transitional Kindergarten Stipend Project, the CSPP QRIS Block Grant, the Infant Toddler Block Grant, portions of the First 5 IMPACT grant, and a locally funded ECE Leadership Project.
Joyce Stone has been in the field of Early Care and Education for twenty years, and has been a Program Manager at the Santa Barbara County Education Office since 2011.
Joyce is active in statewide public policy work, having been the Chair of the Public Policy Committee for the California Association for the Education of Young Children (CAYEC) from 2011 – 2015, and a member since 2004.
Joyce is also the Public Policy Chair for the Pacific Coast AEYC, the Co-chair of the CA Child Development Coalition, a member of the Board of the Children’s Collabrium, and serves on the Public Policy committees of the CA Child Care Coordinators Association and the CA Child Development Administrators Association.
Joyce holds a Master's Degree in Public Policy and Administration from California State University, Sacramento.
